When healthy he's the best cornerback in the NFL (yes, better than Richard Sherman), and he would instantly upgrade the league's worst secondary. But the cost would be steep: the Bucs would likely have to give up multiple draft picks, possibly a first-rounder, and then give Revis a massive contract that would preclude them from using that cap space to sign free agents.
